The Rocket Red Brigade was established by Russia’s leaders as a military-controlled initiative in response to metahuman dangers and their proliferation. The technology combines human creativity with alien bio-engineering, aided by Green Lantern Kilowog, who innocently offered his help during a fact-finding mission to Russia. The Rocket Reds were part of the inaugural Justice League International team. The first was revealed to be an android Manhunter infiltrator, while the second—Dmitri Pushkin—was killed fighting rogue O.M.A.C. units. Currently, the brigade consists of older units and newer upgrades, solely safeguarding Russian interests, amid reports of possible international incidents involving Supergirl, Peacemaker, and China’s New Super-Man.

Born with cryogenic abilities, Norwegian Tora Olafsdotter chose to leave her homeland to pursue a career as a superhero known as Ice. She quickly became good friends with fellow heroine Fire. Ice was chosen as the Scandinavian representative for the UN-supported Justice League International team. On their inaugural mission in Peru, she was caught in a thermal explosion from a massive alien robot, leading to the team's retreat. The JLI later confronted the robot’s master, the alien resource thief Peraxxus, and successfully drove him off.
